City reaches out to North Richmond residents

Illegal dumping, neighborhood blight, and vacant properties are problems throughout the city, and North Richmond in particular. Code enforcement, together with the police, public works, and neighborhood residents conducted a “One Block At a Time” clean-up operation in North Richmond last Saturday, Oct. 16 for the first time ever.
