Council changes mind, shifts parking site for homeless people to Civic Center

Richmond city staff will evaluate the Civic Center parking lot to set up a safe parking program for people who live in vehicles.

Richmond City Council on Tuesday bowed to pressure from residents in the Hilltop area, selecting the Civic Center instead of the larger mall lot for a safe parking pilot program.
